Hyman Roth's Havana hotel is filmed in the Dominican Republic because it was not possible to film in Cuba, due to US regulations. Hyman Roth's hotel was filmed on the eastern part of Hispaniola and Paramount Pictures already owned property in Santo Domingo, so filming the Cuba scenes here was an ideal choice. The New Year's Eve party scene is also filmed here, where Michael discovers that Fredo was the traitor in his family.
