By the late 1800s, it was one of the most dangerous cities in the world and even the advent of Prohibition didn't infuse the community with a sense of morality. A bigger and more prosperous underworld was created, and some say the victims of Portland's past still haunt the historic buildings and dark alleyways of the city.
