The Frank Bryan Cement Plant is a division of Bryan Materials Group, a company in Pittsburgh that handles concrete manufacturing, distribution, and construction. One of the largest concrete plants in the tristate area, the Frank Bryan Cement plant focuses primarily on highway, bridge, and municipal construction. The plant provides concrete for projects that have unique technical requirements and challenging specifications, such as delivering explosive laden concrete under the streets of the fictional Gotham. The plant served as Broucek Cement Company in The Dark Knight Rises, a company owned by Roland Dagget. Dagget's plan to bankrupt Bruce Wayne in order for Dagget Industries to absorb Wayne Enterprises employs Bane and Selina Kyle who both use Dagget's resources for their own gain. At this construction site the newly promoted Detective Blake pieces together Bane's explosive plan to destroy the underground tunnels. A turning point in the film for Blake, he realizes, like The Batman, the violent use of guns has no beneficial end and disposes of his weapon.
